Settlement Reached on Tijuana Sewer Lawsuit

An agreement was reached over continued pollution from the Tijuana River watershed.

The lawsuit, filed five years ago by the cities of Imperial Beach and Chula Vista, and the Port of San Diego, alleges that the International Boundary and Water Commission (IBWC) violated the Clean Water Act and the Resource Conservation and Restoration Act by failing to take action to combat pollution of coastal sewage.

As part of the settlement, the IWBC pledged more resources to mitigate and monitor pollution levels in San Diego’s coastal areas.

The parties also agreed to expand cooperation with the Mexican water authorities to prevent sewage spills in the future.

The floods occurring in Tijuana have forced the closure of beaches at Imperial Beach and along the border for much of the winter and have plagued Southern District residents for years.

Imperial Beach Mayor Paloma Aguirre said the ongoing pollution her community is facing represents a public health crisis.

“My community is suffering and we are very tired of this ongoing crisis happening every single day,” Aguirre said. “But we’re making progress.”

On Monday, Aguirre spoke to Midday Edition about how actions taken under the settlement agreement could prevent Tijuana’s sewage from entering the Pacific Ocean in the future.
