New Yorkers can apply for help with winter heating bills starting Tuesday

Applications for the Home Energy Assistance Program, also known as HEAP, open in New York on Tuesday Nov. 1, Gov. Kathy Hochul’s office announced today.

The federally funded program can provide up $976 to help low- and middle-income households pay for heat. Funding is provided on a first-come, first-served basis, so if you’re planning to apply, don’t wait.

Eligible households can receive one regular benefit per season and could also be eligible for an emergency benefit if they are in danger of running out of heating fuel or having their utility service shut off, according to Hochul’s office. Applications for emergency benefits will be accepted beginning January 3, 2023.

The exact benefit amount for each household depends on income level, household size, type of heat and if the household includes a vulnerable member. A family of four can qualify for the program with a gross monthly income of up to $5,485, or an annual gross income of $65,829.

You can apply for HEAP aid at local departments of social services in person or by telephone. Residents outside of New York City may also apply online for regular heating assistance benefits. New York City residents may download an application and obtain program information here.

HEAP benefits have been increased due to higher projected heating costs this winter. The benefit was increased 33 percent for households that heat with oil, kerosene, or propane; 21 percent for households that heat with wood, wood pellets, coal, or corn; and 14 percent for households that heat with electricity or natural gas.

National Grid is projecting “significantly higher” heating bills in Central New York this winter. The company predicted the average household will pay $943 for natural gas heating this winter, an increase of $263, or 39%.
