Father of child killed in Ellis County says death could have been prevented

The Italian community in Ellis County continues to cope with the death of three children under the age of 6 who, according to authorities, were killed by their mother. Two more children were seriously injured and are in the hospital.

Stafford Elementary School, which is directly across the street from where the crimes took place, provided support to students and staff on Monday. Other school districts also showed support by wearing gold and black.

Authorities have not yet released the names of the victims, but the North Texas man said he was the father of the eldest child killed.

“It was stressful for me, very hard for me and my family,” said DeAndre Dorsey. “I have to stay strong for my mother, she is very upset with this whole situation, many different emotions, many different emotions.”

Dorsey said his mother and stepfather had been trying to get custody of the child for the past four years while he was in prison.

“We didn’t get a chance to have a son because of my past, they used my past to play with my son’s future,” said Dorsey, who was serving time for manslaughter after a man he punished in a store brawl in Oak Cliff died in 2019.

Dorsey said he planned to give up his rights so his parents could get custody of his son, 6-year-old Legend Chapelle, whom he last saw in November 2022 during a supervised visit.

“Our responsibility was for the eldest child, but they [the state] didn’t want to separate the kids, so we feel like it was unfair to us, that we were deceived into being unable to get it,” Dorsey said. “They (the states) had one excuse after another, why couldn’t I have caught my son, they didn’t want to separate the children and make them go through such trouble, now what problems are they going through?”

“They wouldn’t have given him to us while he was alive, [now] give it to us as it is no more, so I think now we will get a lifeless body when we could get a beautiful soul,” said Robert Reese, the child’s step-grandfather. “He was a good joyful child, he was a wonderful person.”

The paternal grandparents said they worked with child protective services in the past to get custody.

“They came to my house, checked the house, everyone looked, she [a case worker] said she liked what she saw, it was ok and she was going to see if she could get him. [Legend] recommended to come with us,” LaTonya Reese, the child’s grandmother, said of the time the social worker toured her home.

She said she didn’t get a response and when she asked for an update she was given no explanation.

Reese suggested that the children should have lived somewhere else while they tried to settle legal issues with the court system.

“Because giving them to the next family member allows another family member to have access to those children,” Reese said of the children living with the suspect’s relative.

“I didn’t have a single free minute with my son outside of these walls, every time I had to see my son, it was inside the CPS facility, every time it was under surveillance. I’ve never had to carry my son, walk my son outside of a CPS facility, never, but now I have to dress my son not for a fucking prom, I’m dressing my son for a fucking funeral.” Dorsey said.

The child’s mother, 25-year-old Shamaya Hall, was arrested and charged with three counts of murdering several death row inmates. Her bail was set at $2 million per charge.

The Ellis County Sheriff’s Office said a Child Protective Services (CPS) social worker on Friday, March 3, visited a relative’s home where five children lived in Italy. Authorities said the CPS investigator decided the children needed to be removed from their homes. which officials did not say specifically why.

The sheriff’s office said the social worker called 911 around 4:00 pm. When the Italian police arrived around 4:05 pm, the officer found five injured children. According to the sheriff’s office, a 6-year-old boy and 5-year-old twins, a boy and a girl, died. A 4-year-old boy and a 13-month-old girl were seriously injured and taken to Cooks Children’s Hospital in Fort Worth and another to Children’s Hospital in Dallas.

“I knew it was going to happen, my family and I knew it was going to happen, we warned them many times that it was going to happen,” Dorsey said, based on a past relationship with his son’s mother.

Hall was arrested in 2017 and charged with threatening to stab her twin sister’s ex-boyfriend, according to an affidavit on the arrest warrant. Her twin sister Troishe Monet Hall was also arrested during this incident.

Hall’s twin sister was also arrested in 2021 for allegedly stabbing her own 7-year-old daughter.

A spokesman for the Texas Department of Family and Welfare said that due to an active investigation, they are unable to comment other than a released statement saying: “We are appalled by this incomprehensible tragedy and are already working with law enforcement to find out how and why this happened.” .
