Amid 20% jump in NYPD arrests in 2022, racial disparity persists under Adams administration: report

The number of arrests made by the NYPD is up 20% in 2022, the first year of the Adams administration, according to a new report.

Arrests for felonies and misdemeanors jumped from 131,731 in 2021 to 156,836 in 2022, with just under 90% of those arrested for felonies and misdemeanors, according to a report from the Police Reform Organization Project.

In 2022, 88% of arrests involved people of color, while in 2020 and 2021 the figure was 87%.

“This is a matter of policy,” said PROP director Robert Ganji. “They are putting more cops on the streets of poor colored neighborhoods, and the NYPD quota system is forcing the police to make arrests and issue subpoenas. In higher income communities with more white populations, the police told us there was no quota or it was much lower.”

The NYPD denies setting quotas for police arrests.

Ganji, a prominent critic of the NYPD, lost the initial attempt to oust Mayor de Blasio in 2017.

According to Ganji, under Mayor Adams, the NYPD “intensified their discriminatory practices.”

“Arrests for one category of offense – petty possession of a counterfeit instrument – affect 94% of New Yorkers of color,” he said.

The figures show that police officers made 84,226 misdemeanor arrests in 2022, compared to 70,375 in 2021.

This increase was partly driven by a significant jump in petty theft arrests, which rose 42% from 10,196 in 2021 to 14,577 in 2022. Petty theft is liable under state criminal law when the value of the stolen items is less than $1,000.

Eighty percent of people arrested for petty theft were black or Hispanic.

The racial breakdown represented major misdemeanor charges across the board, from 90% black or Hispanic for low-level assault to 82% for minor drug possession and 91.5% for drive-through arrests.

The report states that blacks make up 25% of the population but account for more than 52% of felony arrests.
